UK Councils Plan to Dispose of Social Clubs and Sports Centres to Manage Finances

According to a latest survey of municipal councils, English councils are preparing to offload social clubs, sports centres, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Growing Financial Pressures Drive Asset Sales

A coalition of councils for second-tier cities in the UK stated that 60% of local authorities are intending to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for selling public land and land to support their finances, but they contend they must continue to generate essential revenue from property disposals or face insolvency.

The group noted that a high proportion of councils seeking to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would prioritise service redesigns and using financial reserves to manage growing fiscal pressures.”

Detailed Cases of Proposed Disposals

One local authority in Kent announced its asset disposal plan featured the disposal of a retail complex in Rainham and a social club in Rochester to generate £20m over five years.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be disposed of under the plan.

Local Levy Rises and Wider Financial Pressures

This research of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will have to raise local levies next April to cover the rising cost of essential services, higher levels of housing insecurity, and a persistent housing shortage.

Medway council explained it will press ahead with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting creative strategies but some of these require time to achieve both improved services and cost efficiency,” stated a council leader.

He added: “We face population challenges which will persist to add to the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of county councils this week further found local finances being strained by the increasing figures of children and older individuals requiring special educational assistance.

A network of councils projected that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Government officials have delayed scheduled changes to the Send system until the coming year after a policy document setting out those changes has been postponed.

Deprivation and Financial Shortfalls

According to the latest deprivation measures (the Index of Multiple Deprivation) for English councils, several participating urban areas were among the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the latest deprivation indices,” said the study.

“Although only a single urban area is among the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of the nation. The data underscores the scale of difficulties facing local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Council officials have been clear about the need for a equitable and lasting funding system that reflects and responds to the actual extent of disadvantage and demand,” stated Michael Mordey.

“Without this, local authorities will continue to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of local authorities have reduced or weakened care services in the last year, the survey revealed.
